Another 6.4 ambulance with troubles

Military brought it in complaining with loss of power. Preliminary inspection showed oil in the degas bottle. Oil cooler failure making the engine overheat, leading the pcm to derate power. After sitting for a couple of weeks for approvals, found oil level extremely high. OH GOODY!

Oil level high as in overfilled during servicing (possibly leading to failure of cooler?), or high as in contaminated with coolant? fuel?

I haven't checked yet, but I'm thinking coolant contamination from the oil cooler.
